A landscape ordinance in Chicago that mandates businesses install fencing or plant bushes and trees around their property is making life difficult because many owners say they can't afford the maintenance. Businesses can be fined $500 to $1,000 daily for each day a violation exists. Some aldermen have proposed a two-year break in enforcing the landscaping ordinance because of the number of complaints from business owners.
