California's Healthy Families program has sharply reduced the number of services for which it provides coverage, leaving many families who have children with disabilities without the services they need. While 96.9% of the state's children with special needs have some form of health insurance, many public and private plans are said to provide inadequate coverage, and cuts to public programs leave families to absorb the cost of counseling and other therapies.
