In the past 12 months, China has built several eight-lane highways, suspension bridges and buildings for this year's World Expo, writes John Simourian, chairman of Lily Transportation. The contrast with the U.S. is stark, he notes. Proposals being floated in Washington are too timid and small to address the country's needs -- or measurably reduce unemployment, Simourian writes.
