A long-awaited plan to increase rail traffic between Worcester, Mass., and Boston is inching closer to reality. CSX last month proposed making Worcester its New England hub by expanding its Franklin Street freight terminal. Under the proposal, the CSX terminal would grow from 23 acres to 51 acres, with work finished by 2012. The expansion plan follows a CSX agreement last year to add 20 more passenger trips between the two cities.
