The recession and high unemployment have led U.S. legislators to scale back their approach to climate legislation and prioritize the economy and job security, analysts say. "The momentum around this large cap-and-trade bill to save the planet has been replaced by, 'How do we create jobs and stay ahead of the Chinese and clean up the air?'" said Sen.
