In an effort to push the Obama administration's revisions to the Elementary and Secondary Education Act, Education Secretary Arne Duncan told lawmakers on Capitol Hill that the changes will help stop the country from falling further behind in global achievement. Republican and Democrat lawmakers seemed generally supportive of the plan, but teachers unions are urging Congress to reconsider the administration's proposal to use competitive grants rather than aid formulas for new education funding.
