The Federal Communications Commission's plan to provide broadband access to all children focuses on priorities in four areas: access, literacy, safety and citizenship. The "Children's Agenda for Digital Opportunity" plan is part of the FCC's National Broadband Plan that is due out Wednesday. "Digital literacy isn't just a good idea -- it's increasingly a job requirement and a citizenship requirement," FCC Chairman Julius Genachowski said.
