The Federal Housing Administration says 16 of the 25 locales with the highest default rates for agency-backed loans are in Florida. Punta Gorda, a Gulf Coast community, has a default rate of 22.7%, the highest in the nation. The FHA's reserves are already below mandated levels and the high default rates are raising concerns that a government bailout will be required.
