High-speed rail investment should be balanced with freight rail. Federal grants for high-speed rail make it clear that the Obama administration knows that passenger rail cannot happen at the expense of freight rail, according to AAR President and CEO Edward Hamberger. To support that point, Hamberger noted that a portion of the eligibility and award guidelines set by the Federal Railroad Administration focused on new high-speed rail lines that run on a freight railroad right of way. "There has to be enough capacity for both, and it also has to address liability
concerns," he said.
