High-speed rail investment should be balanced with freight rail, and grants for high-speed rail make it clear that the Obama administration knows passenger rail cannot happen at the expense of freight rail, said Association of American Railroads President and CEO Edward Hamberger. A portion of the eligibility and award guidelines set by the Federal Railroad Administration focused on high-speed rail lines that run on a freight-railroad right of way, Hamberger said. "There has to be enough capacity for both, and it also has to address liability concerns," he said.
