High Road School in Normal, Ill., enrolls middle- and high-school students from across the state who have social, behavioral, language and learning disabilities, with the goal of eventually returning them to mainstream schools. Education officials say the school -- one of 21 schools nationwide owned by Specialized Education Services -- offers services to students with special needs that would be otherwise unaffordable for districts. The school is funded by the state and through tuition paid by districts.
