In a bid to bring broadband service to all Japanese homes by 2015, the government is considering spinning off the 33.7% share it owns in Nippon Telegraph and Telephone's fiber-optic unit, according to a report in the Yomiuri newspaper today. Under the plan under advisement, the spun-off company would build, manage and lease NTT's two regionally operated broadband networks to its rivals.
