Rep. Darrell Issa, R-Calif., is asking Homeland Security Secretary Janet Napolitano to rein in rogue TSA officers who subject "innocent travelers" to "baseless harassment, intimidation, and situations designed to instill fear and cause public humiliation." In a letter released Tuesday, Issa cited a number of such incidents, including a case in Philadelphia in which an officer planted white powder in a passenger's carry-on bag as a joke. While acknowledging that the department has apologized for such incidents, "the persistent misbehavior indicates that the Homeland Security Department is unwilling or unable to rein in its agents," Issa said. A TSA statement issued in response noted that the agency "has a zero-tolerance policy for inappropriate behavior and acts swiftly when proper protocols are not followed."
