A Minnesota lawmaker is proposing a statewide health insurance pool for teachers as a way to save money. But critics, including Gov. Tim Pawlenty, say not all districts would benefit. Under the proposal, most districts would be required to insure teachers through a statewide pool. Pawlenty, who has promised to veto the bill if it passes, says it takes control from districts and doesn't address health care cost issues including an aging teacher population.
