The Hawaii State Teachers Association and the state Board of Education have reached a tentative agreement to restore teacher-furlough days using $92 million in state funds, but Gov. Linda Lingle has put forth an alternative proposal. Lingle said she would restore the furlough days with $62 million in state funds if lawmakers approve a constitutional amendment that would abolish the Board of Education and give her the power to appoint the state schools superintendent.
