Delaware and Tennessee have been chosen to receive Race to the Top funds in the first round of awards, federal officials announced Monday. Delaware will receive as much as $107 million and Tennessee will receive up to $502 million -- each having passed laws to support broad education-reform efforts that drew statewide support. The states were selected from among 41 applicants hoping to share $4 billion in federal grants. Nonwinning states are eligible to submit proposals by June 1 for a second round of grants that will assign the remaining $3.4 billion.
