U.K. Ambassador to the UN Mark Lyall Grant said that the U.K. favors a move to refer the junta leaders in Myanmar to the International Criminal Court for an investigation into war crimes -- a significant step meant to force Myanmar's military authorities to embrace human-rights reforms. Although Grant acknowledged that the UN Security Council does not hold the unanimous opinion necessary to immediately bring the issue to the ICC, he said that the U.K. will consider pushing for EU sanctions against Myanmar if the junta refuses to liberalize its election rules and allow opposition parties to participate.
