Five major airlines -- American, Delta, United, US Airways and JetBlue -- agreed not to follow the lead of Spirit Airlines, which will start charging passengers up to $45 to carry bags on a flight. In an effort to stop the fees, seven U.S. senators have backed legislation that would tax revenue collected from the carry-on fees. Sen. Chuck Schumer, D-N.Y., called the fee a "slap in the face to travelers."
