The CDC reported that 14 states and Washington, D.C., didn't use additional cigarette taxes raised in 2009 to fund programs aimed at smoking cessation or preventing tobacco-related disease. In a separate commentary, the agency suggested that imposing new laws "might be necessary to prohibit all retail price promotions (e.g., coupons or two-for-one offers) that can decrease cigarette retail prices to consumers."
