U.S. Trade Representative Ron Kirk told Congress in his annual report on trade barriers that China is setting up obstacles to innovation by foreign companies. "A troubling trend that has emerged ... is China's willingness to encourage domestic or 'indigenous' innovation at the cost of foreign innovation and technologies," according to the report. Proposed patent procedures might "have the unintended effect of undermining the incentives for innovation," Kirk's report notes.
