Congress has a number of changes in store for Goldman Sachs Group and other investment banks, including a restriction on the size and scope of their investment activities. "Banks engage in these activities subject to the Volcker rule to manage not just their clients' risk, but their own risk," said Scott Talbott, senior vice president of government affairs at The Financial Services Roundtable. "By prohibiting them, the Volcker rule would expose them to greater risk."
