Elizabeth Duke, a governor of the Federal Reserve, told participants at a bankers' conference that she is guardedly confident that financial institutions will increase lending as the economic recovery strengthens. "Improvements in a number of the conditions that depressed lending in 2009 ... lead me to be somewhat optimistic that we will begin to see an increase in bank loans later this year," Ms. Duke said.
