The European grapevine moth is threatening to wreak havoc on Napa Valley, Calif., where vintners long have smuggled in vine cuttings from abroad. While no one is sure how the pest arrived stateside, "my personal belief is that there are people who feel they are above the law and that they know better and therefore they'll bring in whatever they like," U.S. Department of Agriculture spokesman Larry Hawkins said.
