A federal appeals court in Hawaii affirmed a lower court's protection of the state's plan to furlough teachers, despite legal challenges on behalf of a group of students in special education that the furloughs violated Individual Education Plans. "The [Individuals with Disabilities Education Act] did not intend to strip administrative powers away from local school boards and give them to parents of individual children, and we do not read it as doing so," the court ruled.
