The Senate energy-and-climate bill has been sent to the Environmental Protection Agency for an economic-modeling analysis. The move is an effort to keep the bill on pace for a vote in early summer despite the lingering tension between one of the co-authors, Sen. Lindsey Graham, R-S.C., and Senate Majority Leader Harry Reid, D-Nev. Proceeding with the EPA analysis buys time for backers of the bill and is a show of support for the bill's bipartisan cooperation.
