Planners in Wyoming, Mich., will ask the City Council to add costumed wavers to a strict sign ordinance enacted last year. The law outlawed sign-wavers as well as banners, streamers and pennants, but neglected to include costumed characters, such as the Statue of Liberty that annually heralds tax time outside a local tax-preparation firm. "If they tell me I can't have [costumed wavers], I'm more than likely going to close," said Ryan MacPherson, owner of the Liberty Tax franchise in Wyoming. "It's the most successful marketing tool that I have."
