A panel of Florida legislators, business leaders and educators commissioned by Gov. Charlie Crist have worked to compromise on a Race to the Top application that could appeal to the state's teachers unions. The panel's recommendations, which include reducing the weight given to test scores in teacher evaluations and giving unions more control over assessing teachers, are being compiled into a draft application that could be sent today to school districts, boards and unions for approval.
