Iowa officials are concerned about special-education spending in a number of districts where accumulated deficits are making up a significant portion of overspending statewide. Officials in one district have increased spending even though special-education enrollment has stayed the same because of an increasing demand from parents to provide more services. They say they now plan to lay off staff to cut costs and will make up the difference with revenue from a hike in property taxes.
