States across the country are launching major public-works programs. Illinois plans to spend $5 billion on 4,739 miles of highways and 763 bridges, while Mississippi has approved $300 million in bonds to pay for road, bridge and transportation projects. Maryland, which is expecting a transportation budget shortfall, still plans to spend $2.5 billion on its InterCounty Connector linking Interstates 95 and 270.
