The incidence of West Nile virus in horses declined in Virginia in 2009, but Eastern equine encephalitis cases surged during the same period, according to the state's Agriculture and Consumer Services Department. As such, the agency is advising owners to have their horses immunized against the two fatal diseases at least once annually or to consult their veterinarians for recommended vaccine requirements.
