Virginia Gov. Robert McDonnell signed legislation to create online-learning programs for K-12 students across the state beginning in fall 2011. The law provides the framework for school districts to contract with an approved list of private companies to offer online courses through their Web sites. Supporters say the law will provide expanded opportunities for students in special education as well as students who want to study specialized courses not offered at traditional schools.
