Washington state Gov. Chris Gregoire is calling on the state's 295 school districts, as well as its teachers unions, to support a bid for the second round of federal Race to the Top grants. Districts are being asked to show their support by signing an agreement and promising to adopt such reforms as implementing new national standards, increasing the number of students taking advanced courses, adopting new educator-evaluation systems and promoting science learning at the elementary level.
