The U.S. Coast Guard cited progress in BP's efforts to contain a leaking Gulf of Mexico well. "Everybody is cautiously optimistic, but there's no reason to declare victory yet," said Coast Guard Adm. Thad Allen, the national incident commander for the spill. A successful "top kill" would end the leak, which has discharged about 22 million gallons of crude oil into the Gulf.
