Caterpillar believes it may be able to recall 9,000 or more of its laid-off workers by the end of 2010. About 2,000 of these workers are members of United Auto Workers. About 6,000 of those who might be recalled are in foreign markets because growth in those areas is strongest. However, thousands of workers at U.S. plants will likely be brought back to help export products.
