The Senate voted in favor of a proposed amendment to the financial-services-reform legislation that would enable federal regulators to pre-empt state laws as well as state attorneys general to enforce laws over the banking industry. Senate Banking Committee Chairman Sen. Chris Dodd, D-Conn., said the measure was "really striking a balance," adding that it "preserves the state attorneys generals' role protecting their citizens against abusive practices."
