Charter schools have been criticized for enrolling fewer students with special needs than their public-school counterparts, and many disagree about the causes for the disparities. But some education officials believe that disparities in special-education enrollment will begin to diminish as charters develop plans and secure resources for educating students with special needs, and as more charters choose to specialize.
