The BP oil rig that is pouring oil into the Gulf of Mexico after it collapsed was not subjected to a detailed environmental analysis because the U.S. Interior Department exempted it, documents show. The department's Minerals Management Service gave BP's Deepwater Horizon lease a "categorical exclusion" from the National Environmental Policy Act. The documents suggest neither the government nor BP seriously considered the likelihood of oil from a major spill reaching land.
