Sens. John McCain, R-Ariz., Richard Shelby, R-Ala., and Judd Gregg, R-N.H., introduced an amendment to the financial-reform bill that would end the government's control of Fannie Mae and Freddie Mac within two years. The mortgage giants would be required to shrink their mortgage portfolios and start paying sales tax. The amendment is not expected to pass, congressional aides said, but patience with Fannie and Freddie is starting to wear thin.
