Jeff Heslop, formerly a risk-management executive at Capital One, has been tapped as the Securities and Exchange Commission's first chief operating officer. Mr. Heslop will oversee financial reporting, records management and information technology. Mary Schapiro, chairman of the SEC, said the new position "will enhance our ongoing effort to refocus our resources and make this agency more efficient and effective." She said Mr. Heslop "brings a great depth of private-sector experience with technology development and management assessment."
