Sen. Dick Durbin, D-Ill., has introduced a trio of measures to the broader regulatory-reform bill that would limit the fees merchants pay to credit card companies. Credit card issuers say the interchange fees are necessary to cover costs. "We're not saying there should not be an interchange fee," Mr. Durbin said. "We are saying it should be reasonable."
