A carbon allowance under the Senate climate bill would be priced at about $26 in the initial phase of implementation, a cost that would add less than 25 cents to the price of a gallon of gasoline, according to a new analysis by Point Carbon. The market analyst had earlier estimated the allowance to cost about $31, but reduced its projection because the "hard price collar" in the recently unveiled bill is expected to reduce fluctuations in the carbon market.
