A report from the union New York State United Teachers asserts that charter schools enroll fewer special-education students and English-language learners than traditional schools -- going against their original promise to better serve students most in need. The union's report argues that many students also are turned away from charter schools because of bad behavior and that financial interest often governs charters, not student needs. A spokesman for the New York Charter Schools Association said "a lot of innuendo" is contained in the report.
