A "myopic" focus on domestic airlines has left the U.S. years behind its target date for screening 100% of freight aboard inbound international passenger flights, according to a TSA official. The government is "not even at pilot stage" in rolling out a program for international screening, says Warren Miller, TSA's International Air Cargo Branch Chief. The European Commission says it is working to implement U.S. cargo standards, though a top official says a technology-only approach may not be workable. Eckard Seebohm, the EC's Head of Aviation Security, says a three-year phase-in period may be needed and that the U.S. may have to accept some compromises, such as bomb-sniffing dogs, rather than requiring 100% X-rays.
