Industry executives and analysts see fiber-optic providers such as Level 3 Communications and Global Crossing as the next merger and consolidation candidates among telecoms, with Level 3 seen more as a buyer. "We plan to be an active participant. To put it simply, we believe that a dollar of revenue added to our network from a merger is worth more than on the other company's stand-alone network," said Level 3 Vice Chairman Buddy Miller.
