California's plastic-bag recycling infrastructure is under threat from a bill being considered in the state legislature, according to Tim Shestek, senior director of state affairs for the American Chemistry Council, in this opinion article. The proposal would undermine a state law that requires large grocery stores to offer recycling bins for disposable plastic bags, a system that has proven to be cost-effective, environment-friendly and practical, Shestek writes.
