Amid a sharp increase in the amount of air traffic in the Gulf of Mexico region because of the BP oil leak, pilots must rely primarily on visual cues to see and avoid obstacles because a GPS-based communications system hasn't been fully developed by the FAA yet to manage the traffic. The FAA is in the process of deploying the Automatic Dependent Surveillance Broadcast system in open waters of the Gulf region, where radar coverage is not fully available.
