Parents and advocates for students with special needs in New Orleans turned out at a local meeting of the U.S. Education Department's Office of Civil Rights to express concerns that the city's charter schools are turning away students with disabilities. Federal officials were in the city to investigate a claim that the charters discriminate against black students, but they heard testimony alleging many charters are rejecting students with special needs or saying they cannot afford services.
