Much of Boston has been built on landfill, and many areas of the city are just a few feet above sea level. This has city planners and engineers starting to draft plans for a huge construction project to defend the city against rising sea levels. Officials are figuring out how they'd drain the city if it were to become inundated, and engineers are dusting off old plans for a huge dock-lined "Sea Belt" spanning the city's harbor.
