Colorado's recent change to teacher tenure is the boldest education reform in recent history, says Kate Walsh, the president of the National Council on Teacher Quality in Washington, D.C. Teachers whose students do not improve for two years could lose their tenure status, and teachers will be evaluated annually, in part, on how much their students have learned. New teachers must show that their students have improved for three consecutive years before earning tenure.
