School officials in Medford, Ore., are instituting a policy to keep students with special needs in the same school throughout the elementary grades. The policy comes in response to complaints from many parents that their children had been forced to switch schools multiple times during grades K-6 because of the changing availability of seats in mainstream classes. "The new teacher would have to learn her needs. There was no stability," one parent said.
